It looks like an unused quantity.
One reel says:

Although it is loose and unsecured on the end,
it looks like close to an unused quantity
with possibly a few knocked off because it is loose :-)
Now, the last one is a mystery manufacturer, part number, etc.
Although it does not have the pertinent info,
the company we got it from has one of their labels
with their inventory control number which designates resistors.
It looks like an unused quantity.
We are offering the TOTAL LOT.

We are ASSUMING that the label on the items is correct. Although the probability of the label being incorrect is slight, we did not examine all the parts.
